Legal documents on imported goods include::
- QCVN 4:2009/BKHCN
- Circular 22/2011/TT-BKHCN dated April 12, 2011
- Circular 38/2015/TT-BTC dated March 25, 2015; Amended and supplemented 39/2018/TT-BTC dated April 20, 2018.
- Circular 18/2019/QD-TTg dated April 19, 2019

Electrical cables are not subject to specialized inspection
Types of electric cables are not within the scope of Circular No. 22/2011/TT-BKHCN. Accordingly, These are cables with pre-installed connectors. Usually applied in devices that are the product of a complete manufacturing process.
Electric cables belong to the product category, group 2 goods. These are goods managed by national technical regulations.
The wire is not covered with PVC but covered with another insulator.
All types of electric cables must undergo specialized inspection
Circular 22/2011/TT-BKHCN and Circular 27/2012/TT-BKHCN clearly state the types of electrical wires that must undergo specialized inspection when imported into Vietnam.. Accordingly:
* Circular 22/2011/TT-BKHCN of the Ministry of Science and Technology
In Article 3 of this Circular, it is clearly stated that when importing electric wires, specialized inspection must be conducted, including::
- All types of PVC-coated insulated wires and cables must be quality managed according to the provisions of national technical regulations QCVN 4:2009/BKHCN.
- For PVC-coated insulated wires and cables with nominal cross-sections of conductors within the nominal cross-sectional range of conductors with nominal voltages up to and equal to 450/750V stated in the corresponding national standards in national technical regulations QCVN 4:2009/BKHCN, conformity assessment must be carried out according to national technical regulations QCVN 4:2009/BKHCN.
* Circular 27/2012/TT-BKHCN of the Ministry of Science and Technology
In Article 2 of the Circular, it is clearly stated that the subjects of specialized inspection when importing include::
- Goods imported into Vietnam are on the List of potentially unsafe goods (Below is referred to as the List of goods group 2).
- For goods not on the List of Group 2 goods imported into Vietnam that have the potential to cause unsafety or goods that are potentially unsafe according to warning information from international organizations, area, Foreign countries can apply inspection according to this Circular.
Import tax on electric cables
When importing electric cables, Businesses need to pay two types of taxes: import tax and value added tax (VAT).
- VAT is 10%
- Preferential import tax rate is 10% to 17%

Documents for importing electric cables
Normally, Enterprises need to prepare documents after completing procedures to import electric cables:
- Commercial Invoice – Commercial Invoice
- Packing List - Packing List
- Bill of Lading – Bill of Lading
- Certificate of origin (in case the importer wants to enjoy special preferential import tax) – Certificate of Origin.
- Other documents (if any)
- Register for state quality inspection when importing on the national 1-stop system
During the import process, Enterprises must carry out quality inspection according to customs requirements. This is one of the important documents that helps certify the quality of the shipment when imported to Vietnam.

Procedures for importing electric cables
Step 1: Declare customs declaration
When the enterprise has prepared the necessary documents according to the law, Businesses can enter declaration information into the customs system via software.
Step 2: Open customs declaration
Customs authorities are responsible for receiving, handle, Stream files according to process.

Steps to register for quality inspection of imported goods on the national single-window system include::
Step 1: Create an account and register your profile
Firstly, Businesses need to create an account on the national one-stop shop. To create an account, Businesses can access the website: https://vnsw.gov.vn and follow the instructions.
Once you have an account, Enterprises can register to check the quality of documents on the national one-stop information portal at the management section of the Ministry of Industry and Technology..
Enterprises must choose a sample testing unit, Sample testing unit licensed by the Ministry of Industrial Technology.
Normally, It takes 24 hours to review the account. Therefore, before carrying out procedures to import electric cables, Enterprises must complete quality inspection registration documents.

Step 2: Sampling and quality checking
After registering documents on the national single-window information portal, Enterprises need to send samples to the authorities for inspection. Sampling can take place at the port or at the importer's warehouse.
Samples will be taken according to regulations to check quality. Quality inspection time according to TCVN. Depends on the lab, It usually takes 2-3 days to get test results.
Step 3: Receive results and upload results to the national one-stop site
When the quality inspection results are available, the importer or sample inspection unit can upload the results to the national single window system..
