Procedures for importing boilers

For boilers with rated working pressure above 0.7 bar, Enterprises are required to check the quality of goods according to Decision 1182/QD-BCT dated April 6, 2021..

The quality inspection process will be conducted by paper records or online on the national one-stop system.

Besides, Quality inspection procedures will be carried out in parallel with the implementation of boiler import procedures.

Steps to carry out boiler import procedures include::

Step 1: Declare customs declaration

After fully preparing import and export documents: Contract, commercial invoice, packing list, ocean bill of lading, certificate of origin, notification of goods arrival, Businesses need to accurately determine the boiler hs code.

Afterward, Businesses can send paper documents to authorities or enter declaration information into the customs system via software.

Step 2: Open customs declaration

After completing the customs declaration, The customs system will return the declaration classification results. If there is a declaration flow, print out the declaration and bring the import dossier to the customs department to open the declaration.

Depending on the green channel division, Yellow, red and go through the steps to open the declaration.

At this time, Enterprises must register for boiler quality inspection according to regulations.

Step 3: Clearance of customs declaration

After checking the documents, if there are no questions, the customs officer will accept customs clearance of the declaration.

Businesses can pay boiler import tax for customs declarations to clear goods.

Step 4: Bring goods to warehouse for storage and use

Upon customs clearance, proceed with the liquidation of the declaration and carry out the necessary procedures to bring it back to the warehouse.

After bringing the goods to the warehouse, Enterprises need to notify the Inspection Center to inspect and issue a certificate of conformity for the boiler.

If you have a certificate, you can add it to the agency in charge of the Ministry of Industry and Trade.

For types of boilers that are not subject to inspection according to Decision 1182/QD-BCT dated April 6, 2021. The procedure for importing boilers will proceed normally like other goods.

For used boilers, businesses must conduct an additional assessment of the age of the used equipment.

Quality check

For state inspection of boiler product quality, Enterprises need to prepare the following types of documents:

  • Application for quality inspection registration
  • Commercial invoice (Invoice)
  • Packing slip (Packing List)
  • Test report or test results table of the manufacturer.

The time for registration and actual goods inspection results is 5 working days.

Check minimum power performance

According to regulations of the Ministry of Industry and Trade, from January 1, 2015, devices belonging to the household appliance group, Industrial or office equipment will not be imported if it has an efficiency below the minimum energy efficiency level. (MEPS).

MEPS is the lowest Energy Efficiency level that energy-using products must achieve to be licensed to circulate on the market..

  • Ho Chi Minh City Quality Measurement Standards Technical Center.
  • Industrial Testing and Inspection Center of the Institute of Energy Mechanics & Mine, Vinacomin.
  • Intertek Testing Services Co., Ltd. testing room (Thailand).
  • Korea Testing Laboratory (KTL) Korea.
  • Electrical Testing Room- Electronics – Technical Center for Standards, Measurement and Quality 2 (Quatest 2).

Procedure for checking minimum energy efficiency of boilers

To check the minimum energy efficiency of the boiler, Enterprises need to carry out the following mandatory processes:

Step 1: Send a letter requesting testing

Enterprises wishing to test the minimum energy efficiency of boilers need to send a written request to designated MEPS testing facilities.. In Vietnam, Businesses can send official dispatches to Northern Electrical Experiment Company Limited(ETC1).

ETC1 will send sample dispatches for businesses to refer to. Official dispatch sent to the following address: No. 465 – Nguyen Van Linh, Phuc Dong, Long Bien, Hanoi. Fax: 043 8759080. Phone: 043 8759 361.

Step 2: Northern Electrical Testing Company Limited will prepare a quote and send it to the business requesting a product testing document.

Step 3: Business negotiations, price agreement with ETC1. When the agreement is complete, Business signs (stamp) Confirm on quote, Notify the date for testing and send the Quotation back to ETC1.
Step 4: Based on quote, Once the boiler has been installed - put it into operation, Northern Electrical Testing Company Limited will send a working team to the site to conduct boiler performance testing.
Step 5: After field testing is completed, 1 week later, Northern Electrical Testing Company Limited will have a Minute of Boiler Performance Test Results. Enterprises need to pay for the service according to the Quote before receiving the Test Result Minute.
