Documents need to be prepared

Theo Circular 38/2015/TT-BTC (Amended by Circular 39/2018/TT-BTC), hồ sơ nhập khẩu vỏ/lốp ô tô bao gồm:

• Customs declaration: Fill in detailed information about the shipment.

• Commercial invoice (Commercial Invoice): Ghi rõ giá trị và số lượng lốp.

• Packing slip (Packing List): Information on packaging and number of packages.

• Bill of lading (Bill of Lading): Sea or air shipping documents.

• Certificate of origin (C/O): If you want to enjoy tax incentives under FTA.

• Quality inspection registration certificate: Theo Circular 41/2018/TT-BGTVT, lốp ô tô mới phải kiểm tra chất lượng và công bố hợp quy.

• Other documents (if any): Tùy theo yêu cầu của hải quan.

Note: Nhập khẩu vỏ/lốp ô tô mới 100% không cần giấy phép nhập khẩu, nhưng phải đăng ký kiểm tra chất lượng trước khi lưu hành.

Import process

1. Step 1: Declare customs declaration

   • Chuẩn bị hồ sơ đầy đủ và nhập thông tin vào hệ thống hải quan qua phần mềm (like VNACCS).

   • Xác định mã HS Code để áp dụng đúng thuế suất và chính sách.

2. Step 2: Open customs declaration

   • Print the declaration and submit documents at the customs department.

   • Depending on the stream (green, Yellow, red), Perform document inspection or physical inspection of goods.

3. Step 3: Clearance of declaration

   • If the profile is valid, Customs accept customs clearance.

   • If there are errors, Businesses need to add or edit records.

   • Pay import tax and VAT to complete customs clearance.

4. Step 4: Bring goods to warehouse

   • Thanh lý tờ khai và thực hiện các thủ tục để mang hàng về kho.

   • Nộp hồ sơ kiểm tra chất lượng tại Vietnam Register Department (18 Pham Hung, My Dinh 2, Nam Tu Liem, Hanoi). Thời gian xử lý hồ sơ là 5 working days.

Theo QCVN 34:2017/BGTVT, nhập khẩu vỏ/lốp ô tô phải được công bố hợp quy trước khi lưu hành. Lợi ích của chứng nhận hợp quy bao gồm:

• Tăng niềm tin của khách hàng vào chất lượng sản phẩm, nâng cao uy tín doanh nghiệp.

• Đảm bảo an toàn cho người sử dụng, giảm rủi ro liên quan đến sức khỏe và môi trường.

Method of certification of conformity

• Doanh nghiệp gửi 4 mẫu lốp cùng tài liệu kỹ thuật đến cơ quan thử nghiệm được chỉ định.

• Thời gian thử nghiệm kéo dài khoảng 15 days, sau đó cơ quan thử nghiệm gửi kết quả cho doanh nghiệp.

• Product sample: 4 mẫu lốp để thử nghiệm.

• Application for declaration of conformity: According to the prescribed form.

• Copy of Business Registration Certificate or Investment Certificate.

• Certificate of analysis (Certificate of Analysis): 2 originals or certified copies, clearly state quality criteria.

• Certificate of free circulation (CFS): Issued by the exporting country.

• Product label: Or a photo of the label and a draft of the secondary label.

Conformity certification process

1. Step 1: Evaluate suitability

   • Gửi 4 mẫu lốp và tài liệu kỹ thuật đến cơ quan thử nghiệm để kiểm tra theo QCVN 34:2017/BGTVT.

   • Thời gian thử nghiệm: 15 days.

2. Step 2: Nộp hồ sơ công bố hợp quy

   • Nộp hồ sơ tại cơ quan chuyên ngành do Bộ Giao thông Vận tải hoặc UBND tỉnh/thành phố chỉ định (Usually the Registry Department).

3. Step 3: Document processing

   • Nếu hồ sơ không đầy đủ, cơ quan chuyên ngành thông báo bổ sung trong 3 working days.

   • If not add later 15 days, profile will be destroyed.

   • If the profile is valid, issuing agency Notice of receipt of dossiers announcing conformity with regulations in 5 working days.

4. Step 4: Get results

   • Thông báo tiếp nhận có giá trị theo giấy chứng nhận hợp quy (hoặc 3 năm nếu tự đánh giá hợp quy).
