In the process of importing foreign cosmetics into Vietnam, Businesses must carry out procedures for importing cosmetics according to the provisions of law. One of the necessary cosmetic import procedures during the import process is cosmetic declaration/self-declaration.
Cosmetic proclamation is a document certified by a competent authority that the content announced on the proclamation is in accordance with the provisions of Vietnamese law on cosmetics.. When the proclamation is issued, Enterprises will be qualified to import and circulate cosmetics on the market.

Publication process:
- Step 1: Prepare cosmetic declaration documents. The publication dossier will be drafted by the publishing unit or an authorized unit according to the above content.
- Step 2: Submit cosmetic declaration dossier to the registration agency. Publication documents are submitted to one of the following agencies:
– For domestically produced cosmetics: Department of Health of the province/city where the enterprise announces its headquarters or manufacturing plant registration.
– For cosmetics imported from abroad: Drug Administration Department – Ministry of Health

– Copy of the manufacturer's production license cosmetics issued by a competent state agency to the production unit;

Are cosmetics banned from import??
Pursuant to Decree 187/2013/ND-CP, Cosmetics are goods not subject to import ban, import restrictions. However, this item is classified as a special item, Managed by the Drug Administration of Vietnam - Ministry of Health. Therefore, before importing products into the Vietnamese market, businesses need to make a cosmetic declaration.
